Hey, I'm Paying For Someone Else's Utility Bill!!

California Civil Code section 1940.9 imposes on landlords very specific disclosure requirements when there is a shared utility setup. The short answer is YES it is perfectly legal for the tenant to request to see bills he/she is paying as apart of rent. The landlord can make these typical of arrangements with tenant but he/she must disclose it!
